izz_zz_zzyIt just occured to me to ask why multiple shadow clone was a jutsu that was sealed away in the scroll of sealing by the First Hokage.....
When Naruto took the graduation test and only produced one little half clone, it was remarked that "others made two or three but Naruto didn't even make one"
So two or three are okay, but a huge amount like the number of Narutos that beat up Mizuki....
It is permissable to create two or three, but the knowledge of how to make 100 is sealed away.
And I'm sure higher ups / hokage / etc know that the scrolls exist and probably what is written in them
I wanna know the event where Tobirama invented 100 Tobiramas and then Hashirama was like "nope, this is getting sealed away forever"
perhaps you can make 2 or 3 of them, whatever is needed to get the task done, but

The strain that having 100 of yourself puts on your body is mad, and why would you need 100 of yourself unless you're gonna ...idk build a house or do something strenuous. And that, goes against the point of having a village. You ask the villagers. You have a community where people trust each other and ask each other for help to build a house or do whatever. You don't take it all on yourself.
THAT is why the jutsu is locked away where the layman can't get to it. Cause Hashirama wanted a village.
I am forgetting the difference between "forbidden" jutsu and "sealed" jutsu
